This 1938 article is essentially an indictment of French General Charles Nogues (1876 - 1971), once the reigning governor-general of French Morocco - who was accused herein of beating the rush and selling-out early to the fascists before France had even collapsed:

"Mussolini floods Morocco with newspapers and pamphlets and albums in Arabic, which sing the praises of the Fascist regime in its colonies, and so the terrain is becoming propitious for these panegyrics because Mr. Nogues took it upon himself to prohibit all counter-propaganda... particularly the pamphlet 'Italian Atrocities in Libya', which describes the crimes committed against tribes of Tripoli and Cyrenaica."

At the close of the war General Nogues was tried and sentenced to twenty years hard labour for refusing to aid in any way the Allied invasion of North Africa (the sentence was never enforced).
